Human Rights Violation

I was doing my morning run up Massachusetts and the driver of an N-line bus honked at me 5 times while I ran on the sidewalk. I looked around, there were no other cars or people he could have been honking about. Gender-based street harassment by a District employee violates DC’s Human Rights Act, which prohibits discrimination of all kinds. I reported it to Councilmember Muriel Bowser, who chairs the Transportation Committee and sits on the WMATA board.

    I applaud you for reporting this, and encourage anyone else do to the same, whether it’s a bus driver, a garbage man or any other employee. It’s pretty hard to hold strangers on the street accountable, but it’s possible to take action when someone is representing an organization.

  2. This is not “discrimination”. At most this is “harrassment”. The DC Human Rights Act governs relationships between employers of the DC government and the employees of the DC government. It has no application towards interactions between employees and the public.

    The author further assumes that the only reasons the bus driver would have been honking their horn was to notify traffic or to harass him or her. Aside from the presumption that someone found them attractive enough to want to honk their horn at them five times, the author fails to consider that the horn could have been malfunctioning or the driver was having a heart attack. All unlikely scenarios, but as equally supported by the facts and evidence as the author’s presumption.

    • Excuses, excuses, excuses. You were not there—don’t try to rewrite this woman’s story.

    • You’re coming onto Hollaback and saying that harassment (no need for scare quotes) is based on attractiveness? Read up on power dynamics, read more entries in this blog, and actually listen to women’s stories. If have half a brain and any empathy, you will revise that statement.

      Though maybe I shouldn’t suggest reading to you, since the Office of Human Rights documents you linked to clearly state that the rules govern every individual in DC, not just employees.
